The UAE’s first legal casino resort, led by Wynn Resorts in partnership with Ras Al Khaimah authorities, marked a key construction milestone in August 2025 as its flagship hotel tower reached 61 of its planned 70 floors.

The $5 billion project on Al Marjan Island remains on track for its scheduled 2027 opening, and it is set to feature:

  • Over 1,500 luxury rooms and suites
  • A 21,000 sqm gaming area
  • Dozens of restaurants, entertainment venues, and a marina
  • A resort-style beachfront layout

Ras Al Khaimah’s $5B integrated resort rises steadily toward 2027 launch

Symbol of Regulatory Confidence

Wynn Al Marjan Island holds the UAE’s first and only casino license issued by the national regulator (GCGRA) as of 2025. The development is a cornerstone of Ras Al Khaimah’s tourism strategy and a test case for regulated gaming in the region.

The physical progress aligns with ongoing developments in licensing infrastructure, vendor approvals, and international cooperation around gaming compliance.

Roadmap to 2027

The resort’s momentum signals investor confidence in the UAE’s commercial gaming landscape. Supporting infrastructure, including the planned Wynn Boulevard highway connecting directly to Dubai, is also under development.

As construction accelerates into 2026, the Wynn property will serve as a benchmark for integrated resort licensing across the UAE, and potentially a model for other emirates once further licenses are approved.
