The General Commercial Gaming Regulatory Authority (GCGRA), the UAE’s federal body overseeing all gambling activities, announced a pivotal regulatory cooperation agreement with the U.S. state of New Jersey in April 2025.

This marks the UAE’s first formal international regulatory alliance in the gaming space, underscoring the country’s intent to build a globally respected and tightly regulated gambling industry.

Agreement strengthens global cooperation on gaming regulation, cybersecurity, and consumer protection.

The agreement focuses on technical collaboration across several critical areas:

New Jersey is a recognized leader in regulated online and land-based gambling, making it a valuable partner for the UAE as it develops its commercial gaming infrastructure.

Strategic Timing Ahead of Market Launches

This partnership arrives as the UAE prepares to launch its first regulated casino resort in Ras Al Khaimah by 2027 and sets the stage for possible expansion of online sports betting and iGaming. The UAE Lottery, launched in 2024, is also expected to expand its digital offerings.

With this move, the GCGRA reinforces its vision for a transparent, secure, and socially responsible gaming environment built on international standards. The collaboration is expected to influence both regulatory decisions and technical infrastructure deployments in the months ahead.
